State Assistance

Iowa

Community Economic Betterment Account (CEBA)

The CEBA program provides financial assistance to companies that create new employment opportunities and/or retain existing jobs, and make new capital investment in Iowa.

Economic Development Set-Aside Program (EDSA)

The EDSA program provides financial assistance to companies that create new employment opportunities and/or retain existing jobs, and make new capital investment in Iowa.

New Jobs and Income Program (NJIP)

The Iowa New Jobs and Income Program provides a package of tax credits and exemptions to businesses making a capital investment of at least $10.87 million and creating 50 or more jobs meeting wage and benefit targets.

Enterprise Zones

Eligible businesses locating or expanding in an Enterprise Zone area may receive a package of tax credits and exemptions.

Value-Added Agricultural Products and Processes Financial Assistance Program (VAAPFAP)

The Value-Added Agricultural Products and Processes Financial Assistance Program seeks to increase the innovative utilization of Iowa's agricultural commodities.

Entrepreneurial Ventures Assistance (EVA)

The Entrepreneurial Ventures Assistance program provides financial and technical assistance to start-up and early-state companies.

Targeted Small Business Financial Assistance Program (TSBFAP)

This program is designed to assist in the creation and expansion of businesses owned, operated and managed by women, minorities, or persons with a disability.

Self-Employment Loan Program

This program is designed to assist in the creation and expansion of businesses owned, operated and managed by women, minorities, or persons with a disability.

Entrepreneurs With Disabilities (EWDI)

The EWDI program helps qualified individuals with disabilities establish, acquire, maintain or expand a small business by providing technical and financial assistance. To be eligible for the program the applicants must be active clients of the Iowa Department of Education Division of Vocational Rehabilitation Services or the Iowa Department for the Blind.

Infrastructure Financial Assistance Programs

Financial assistance programs are available to finance rail, road and community infrastructure to attract new development or support growth of existing development.

Tax Increment Financing (TIF)

City councils or county boards of supervisors may use the property taxes resulting from the increase in taxable valuation due to construction/reconstruction of new industrial or commercial facilities to provide economic development incentives to a business or industry.

Illinois

Participation Loan Program

Development Corporation Participation Loan Program, Minority, Women and Disabled Participation Loan Program. Through these loan participation programs, the Illinois Department of Commerce and Community Affairs (DCCA) helps small businesses obtain financing through Illinois banks, development corporations, and lending institution for business start-up, expansion, modernization and competitiveness.

Enterprise Zone Financing Program

In order to promote economic development within Illinois Enterprise Zones, the Illinois Department of Commerce and Community Affairs (DCCA) has announced the Enterprise Zone Financing Program. This financing program is designed to encourage businesses to locate within an Illinois Enterprise Zone.

Capital Access Program (CAP)

The Illinois Department of Commerce and Community Affairs (DCCA) fosters economic development in Illinois by enhancing the availability of credit to new and small businesses from private sources of capital through the Capital Access Program.

Surety Bond Guaranty Program

DCCA administers the Surety Bond Guaranty Program in order to provide bonding technical assistance and outreach services to Illinois small and targeted credit disadvantaged contractors. The program may also guarantee bid, payment and performance bonds.

Technology Financing of Public Infrastructure (TVIP)

The Illinois Department of Commerce and Community Affairs (DCCA) provides equity financing in the form of a Qualified Security Investment in order to "identify, develop and commercialize technology that will permit Illinois firms to compete successfully in today's world markets."

Affordable Financing of Public Infrastructure (AFPI)

The Affordable Financing of Public Infrastructure Program provides funds for infrastructure improvements that address health, safety and economic development needs that inhibit development in the state. The program helps local governments finance public infrastructure needed to support economic and community development.
This program is not intended to duplicate or replace existing financing options. Rather this program has the objective of providing a remedy when the local project is unable to full access, afford or completely satisfy existing infrastructure financing programs. The program, for example, could make funding available to a community to finance the engineering or feasibility studies necessary to access available monies under other financing programs. Program funds may be used for acquisition, construction and improvements of local public facilities and sites and associated equipment.
